In order to systematically recycle and dispose of waste electrical and electronic equipment, promote the recycling of resources and protect human health and environment sound, the European Commission published Directive 2002/96/EC Waste Electrical and Electronic Equipment (WEEE) on 13 February 2003.
On 24 July 2012, the European Commission published the recast WEEE Directive 2012/19/EU and it entered into force on 13 August 2012, EU Member States are required to transpose Directive 2002/96/EC into national law by 14 February 2014. For example, WEEE was transposed into German national law as ElektroG.
Product scope
During the transitional period (from 13 August 2012 to 14 August 2018), the scope of the Directive was classified under the 10 categories of electrical and electronic equipment (EEE).
• Category 1 - Large household appliances
• Category 2 - Small household appliances
• Category 3 - IT and telecommunications equipment
• Category 4 - Consumer equipment
• Category 5 - Lighting equipment
• Category 6 - Electrical and electronic tools (with the exception of large-scale stationary industrial tools)
• Category 7 - Toys, leisure and sports equipment
• Category 8 - Medical devices (with the exception of all implanted and infected products*)
• Category 9 - Monitoring and control instruments
• Category 10 - Automatic dispensers
Starting from 15 August 2018, the Directive will have an ‘open scope’ and all EEE must then be placed in one of the six new categories set out in its Annex III.
• Category 1 - Temperature exchange equipment
• Category 2 - Screens, monitors, and equipment containing screens having a surface greater than 100 cm2
• Category 3 - Lamps
• Category 4 - Large equipment
• Category 5 - Small equipment
• Category 6 - Small IT and telecommunication equipment
Producer Responsibilities:
• Product design shall take appropriate measures so that the ecodesign requirements facilitating re-use and treatment of WEEE established in the framework of Directive 2009/125/EC are applied and producers do not prevent;
• Shall meet the minimum recovery targets as following table;

• Each producer shall provide a guarantee for financing in respect of WEEE from private households and other than private households
• Marking appropriately symbol—preferably in accordance with the European standard EN 50419, as following picture shows;

• Each producer, or each authorized representative, is registered as required and has the possibility of entering online in their national register all relevant information reflecting that producer’s activities in that Member State, the information set out in Annex Ⅹ.
Information to be submitted upon registration:
• Name and address of the producer or of the authorised representative where appointed under Article 17 (postal code and location, street name and number, country, telephone and fax number, e-mail, as well as a contact person). In the case of an authorised representative as defined in Article 17, also the contact details of the producer that is represented.
• National identification code of the producer, including European tax number or national tax number of the producer.
• Category of EEE set out in Annex I or III, as appropriate.
• Type of EEE (household or other than household equipment).
• Brand name of EEE.
• Information on how the producer meets its responsibilities: individual or collective scheme, including information on financial guarantee.
• Selling technique used (e.g. distance selling).
• Declaration stating that the information provided is true.
